SO FIRST ITEM IS A RESOLUTION TO SCHEDULE MEETINGS FOR THE CITY COMMISSION FOR 2026, FOR DELIBERATION OF THE CITY ATTORNEY SELECTION, AND TO, ON MAY 5TH, REVIEW THE PROPOSED PRELIMINARY BUDGET AND TO ADJUST SOME START TIME. THE START TIME FOR THE DECEMBER 2026 MEETINGS MOTION. SO MOVED. OKAY, CITY CLERK, MAYBE YOU WANT TO JUST GO THROUGH THIS. YEAH. SO FOR THE FOR THE FIRST PART. SO THIS IS KIND OF LIKE A A BUNCH OF VEHICLE FOR A FEW CHANGING OF CITY COMMISSION MEETINGS OR SCHEDULING NEW ONES.
SO THE APRIL 1ST MEETING IS, IS AN AS NEEDED IF NEEDED FOR CONTINUATION ON THE DELIBERATION ON THE CITY ATTORNEY APPROVAL. SO WE JUST WANT TO MAKE SURE WE HAVE THAT ON THE BOOKS IN CASE IT'S NEEDED. MAY 5TH IS OUR ANNUAL ADDITIONAL MEETING FOR WORKING ON THE THE FISCAL PLAN, AND THEN THE DECEMBER 26TH MEETING SUGGESTING THE START TIMES IS TO ADJUST THE FIRST MEETING IN DECEMBER OF DECEMBER 1ST TO MAKE THAT A 7:00 AT NIGHT MEETING IN THE 15TH, AT 2:00 IN THE MEETING. AND THEN ON THE EVENING OF TUESDAY THE 15TH WOULD BE THE OATH OF OFFICE FOR THE COMMISSIONERS, CONTROLLER AND LIBRARY COMMISSIONERS THAT ARE ELECTED IN THE NOVEMBER ELECTION. SO SO WE'LL HAVE A LONG DAY THAT DAY. BUT THAT THAT'S WHAT WE DID IN 2022. THIS IS AN ORDINANCE CHANGE THAT RELATES TO THE. I BELIEVE THIS RELATES TO THE STEAM ENERGY FACILITY DOWNTOWN AND TO BECAUSE THE CITY. THE FRANCHISE THAT WE HAVE WITH VICINITY ENERGY TO OPERATE THE STEAM DISTRICT IS WRITTEN BASED ON THE ASSUMPTION THAT WE'RE BURNING GAS TO GENERATE STEAM.THEY'VE SINCE PURCHASED AN ELECTRIC BOILER WITH PARTIAL ASSISTANCE FROM THE STATE. AND WITH OUR ENCOURAGEMENT, WE JUST NEED TO MAKE MAKE THIS MODIFICATION THAT ALLOWS THEM TO OFFER THIS AS A SUBSCRIPTION TO THE FACILITIES AND, AND OWNERS THAT ARE THAT ARE CURRENTLY ON THE DISTRICT SYSTEM RIGHT NOW. THERE'S NO PROVISION TO ALLOW THEM TO SELL ANYTHING THAT IS NOT GENERATED BY NATURAL GAS. GREAT. ANY DISCUSSION? I JUST FOR THE SAKE OF THE GENERAL PUBLIC, HAD A FASCINATING DISCUSSION ABOUT THIS WHOLE OPERATION. AND THOSE OF US WHO HAVE HAD BUSINESSES OR BEEN DOWNTOWN KNOW THAT THIS IS SOMETHING THAT'S BEEN AROUND FOR A LONG TIME. TURNS OUT WE HAVE THESE SORT OF SEMI MYSTERIOUS STEAM PIPES RUNNING UNDERNEATH THE CITY, AND THEY GO TO VARIOUS BIG BUILDINGS DOWNTOWN. WELL, THE INTERESTING THING I FOUND OUT WAS A THIS IS AN ONGOING OPERATION THAT'S ACTUALLY HOOKING UP NEW BUILDINGS. SO THIS ISN'T SIMPLY CARRYING A LEGACY PROJECT, YOU KNOW, ALONG. THE OTHER THING IS THAT IT'S REALLY, REALLY EFFICIENT. IT'S IT'S IT TURNS OUT THAT SCALES OF EFFICIENCY REALLY MATTER FOR OPERATIONS LIKE BOILERS. AND SO EVEN THOUGH IN MY, YOU KNOW, SIMPLIFIED BRAIN, IT SOUNDS LIKE, BOY, DON'T YOU LOSE A LOT OF HEAT, HEAT TRANSMITTING STEAM AROUND TOWN, IT TURNS OUT THAT IT'S REALLY, REALLY EFFICIENT TO HAVE A CENTRAL POINT OF PRODUCTION. BUT THIS WILL ALLOW, OF COURSE, ALLOW THEM TO REDUCE THE POINT. THE, YOU KNOW, WE HOPE, FAIRLY MINOR BUT EXISTING POINT SOURCE POLLUTION FROM BURNING GAS IN OUR CITY LIMITS. SO THIS IS JUST LIKE MY STOVE AT HOME IS A POINT SOURCE OF POLLUTION IN OUR CITY. BUT THIS IS A BIGGER ONE. AND SO MOVING TO ELECTRICITY IS GOING TO ALLOW THEM TO MOVE. WHAT POLLUTION HAPPENS. AND IN THIS CASE, I THINK THEY'RE GOING TO TIE IT INTO SOLAR PRODUCTION. SO THERE WON'T BE ANY. BUT IT'S IT'S GOING TO ALLOW US TO MAKE THE AIR IN THE CITY CLEANER FOR THEM. IT'LL ALLOW THEM TO MAKE THE AIR IN THE CITY CLEANER. SO AND IT HAS LOWER O&M COSTS OVER TIME. SO GOOD EXAMPLE. WE WE NEEDED TO REPLACE THE BOILER AT ONE MONROE. THE POLICE DEPARTMENT, WHEN WE EVALUATED OUR OPTIONS, WE REALIZED THAT IT WAS MORE AFFORDABLE OVER TIME TO PUNCH A HOLE IN THE WALL AND CONNECT TO THE STEAM DISTRICT THAN IT WAS TO REPLACE THAT BOILER. WE GET STARTED, I WANTED TO START WITH A POINT OF PERSONAL AND RECOGNIZE OUR STUDENT CHAPTER OF THE INTERNATIONAL CITY COUNTY MANAGEMENT ASSOCIATION FROM GRAND VALLEY STATE UNIVERSITY. ONE OF OUR OWN INTERNS IS PART OF THAT CHAPTER, CHRIS MCGUIRE. BUT WE'RE ALSO JOINED BY THE CHAPTER PRESIDENT, ISABELLA REINHARDT. GRUNWALD. GRUNWALD I'M SORRY. WE ALSO CONTINUE THAT CONVERSATION IN NOVEMBER WITH YOUR WORKSHOP, IN WHICH WE TRY TO IDENTIFY FOCUS AREAS AND PRIORITIZATION. TODAY'S DISCUSSION WILL GIVE US AN OPPORTUNITY TO DO A MID-YEAR CHECK IN FISCALLY, GIVEN ALL THE VOLATILITY, FEDERAL UNCERTAINTY, STATE UNCERTAINTY. I CONTINUE TO GROW CONCERN, CONTINUE TO BE CONCERNED ABOUT SOME OF THE VOLATILITY THAT WE USED TO DEPEND ON. WE DID FROM THE FEDERAL STATE GOVERNMENT THAT NOW SEEMS LIKE IT CHANGES ALMOST EVERY OTHER MONTH ON WHAT FUNDING WE MAY GET OR WHAT FUNDING WE'VE RECEIVED THAT IS BEING ATTEMPTED TO BE CLAWED BACK. WE ALSO TALK REAL HIGH LEVEL ABOUT THE PERFORMANCE OF THE ORGANIZATION AND GIVE SOME OUTCOMES ON SOME OF THE ACCOMPLISHMENTS THAT WE'VE DONE MID YEAR OR WHERE WE ARE IN TERMS OF OUR PROGRESS. AND SO THESE ARE THE WHAT'S BEFORE YOU ARE THE STRATEGIC PLAN PRIORITIZATION. I WILL SAY THIS YEAR I'VE ASKED THE STAFF TO SPEND MORE TIME ON THE FINANCIALS BECAUSE THERE IS WHAT YOU'LL SEE TODAY IS FOR ME, A CAUSE FOR PAUSE AS WE APPROACH THE BUDGET CONVERSATION THAT WE OUTLINED EARLIER IN APRIL. AND SO I'M I AM NOT WORRIED, BUT I'M VERY CONCERNED ABOUT KIND OF THE CURRENT STATE AND WHAT WE'RE PROJECTING IN THE FUTURE. WE HAVE A LOT OF WHAT I REFER TO AS ENTERPRISE WIDE INITIATIVES AND SOLUTIONS, WHERE WE HAVE MULTIPLE DEPARTMENTS WORKING ON THINGS, AND I SHARE THIS AT THE END TO TALK THAT IF WE TAKE ON ONE MORE THING, ENTERPRISE WIDE, SOMETHING IS GOING TO HAVE TO COME OFF THE LIST OR WE'LL HAVE TO RESOURCE THE ORGANIZATION MUCH MORE IN ORDER TO ACCOMPLISH THAT. IF THERE IS GOING TO BE A TARIFF EFFECT THAT AFFECTS MARKETS, ALL THAT KIND OF STUFF IS MAKING OUTLOOKS CONFUSING, BUT ALSO CAUSING CONSUMERS AND THINGS LIKE THAT TO BE CAUTIOUS. SO WITH THAT IN MIND, WE'RE ALSO SEEING OUR NATIONWIDE UNEMPLOYMENT AT 4.3%. WE'RE, YOU KNOW, THE THE THE ONE BIG BEAUTIFUL BILL. WE HAVE SOME TAX RELIEF HAPPENING THROUGH THAT. AND THERE ARE INFRASTRUCTURE SPENDING HAPPENING. BUT BUT AGAIN, JUST THE OVERALL IMPACT IS IT'S GOING TO BE SLOW. ONE THING AT THE I DON'T KNOW IF ANY OF YOU ATTENDED THE ECONOMIC CLUB LAST MONTH, BUT THEY HAD ETR THERE AND I WANTED TO HIGHLIGHT THAT BECAUSE I FOUND IT VERY INTERESTING. IT'S SOMETHING WE SHOULD BE MINDFUL OF AS WE'RE, YOU KNOW, LOOKING AT THAT FISCAL PLAN, WHEN WE DO WHEN WE DO THE BUDGET, IT IS NOW 2030 IS IN OUR IS IN OUR FORECAST NOW. SO WHAT IT IS, YOU KNOW, THEORIZING IS WE HAVE THIS PERFECT STORM OF MANY THINGS HAPPENING ALL AT ONCE. SO THEY'RE ACTUALLY PROJECTING A DEPRESSION. A LOT OF SOME OTHER ECONOMISTS ARE SAYING IT'S GOING TO BE JUST A SLOWDOWN. NO ONE WANTS TO USE THE WORD DEPRESSION OR RECESSION YET.BUT IT WAS VERY IT WAS A, YOU KNOW, IF YOU DO HAVE A CHANCE TO GO LOOK AT THAT PRESENTATION, I ENCOURAGE YOU TO BECAUSE IT IS INTERESTING LOOKING AT THIS PERFECT STORM OF THINGS THAT ARE HAPPENING. AND IT INCLUDES, YOU KNOW, I WILL BE ON THE BACK END OF THAT SILVER TSUNAMI. OUR US DEBT IS GOING TO BE, YOU KNOW, GROWING TO A CERTAIN AMOUNT WHERE, YOU KNOW, DURING COVID, WE HAD THESE, YOU KNOW, THE FEDERAL GOVERNMENT WAS ABLE TO PIVOT AND DO THESE STIMULUS CHECKS OUT TO INDIVIDUALS. THEY MIGHT NOT HAVE THAT ABILITY BY THAT POINT IN TIME BASED ON HOW MUCH THEY THEY ARE FORECASTED TO BE LEVERAGED, WHICH WHICH IS INTERESTING. AND THEN, YOU KNOW, THE SUPPLY CHAIN SHIFTS AND THE REAL ESTATE CYCLE, YOU KNOW, WE HAVE THAT 18 YEAR CYCLE IS GOING TO HIT AROUND THAT TIME TOO. SO. WE WANT TO MAKE SURE WE'RE WE'RE PROVIDING, YOU KNOW, OR MAINTAINING OUR LEVEL OF SERVICES AND DELIVERING THEM IN THE MOST EFFICIENT WAY WE CAN WITH OUTSIDE FUNDING. WE WANT TO MAKE SURE WE'RE LEVERAGING GRANTS WHERE WE CAN AND OR AT LEAST WHEN POSSIBLE. AND, YOU KNOW, WE WE DO PRACTICE LEAN AND LOOK FOR INNOVATIVE CHANGE AS WELL. THEY'RE NOT BRINGING NEW. NEW VOICES, NEW VITALITY TO THIS BODY. THEY ARE ESTABLISHMENT, SO TO SPEAK, IN A PREVIOUSLY ELECTED IS THE VERY DEFINITION OF THAT.
